It sounds like a Karl Rove strategy: win by maximizing the turnout of your base.

Election by election, such a strategy gradually alienates everybody else. The extremism involved also nibbles away the base at its boundaries with centrism. These points have escaped the Architect of the Permanent Republican Majority and his acolytes.
