That was somewhat more true in the south, but it was explicitly about the right to overthrow in the New England states. It wasn’t until the Militia was called out & lead into the field by President Washington to put down the Whiskey Rebellion that the limits on that were sorted out at all. To this day it remains an article of faith of many on the right.

In the end, there was considerable belief that they should be able to end the social contract of the US as “easily” as the one with Britain.
