We had a long discussion about this years ago. I think the consensus was to go with H.G. Wells.

Not sure what Wells has to do with Orwell, but in any case, Orwell was not a scholar, political scientist, etc., so whatever he wrote is not quite relevant to the scholarly definition of fascism.
