One thing to consider, if Iran shuts down the Straits of Hormuz, they will also shut down a good portion of their oil exports. And also Iraqi oil exports. Which will not make those governments more popular.

But this might help Russian oil exports. And help the Russians to pressure on our former allies in Europe and Asia who are dependent upon oil imports.

An act that would have much the same effect without hurting their own exports would be another attack on Saudi oil fields/refineries, conducted in the same fashion as last time by providing drones/cruise missiles to intermediaries who’ve a beef with the House of Saud. With oil futures already spiking in the wake of Soleimani’s death, any further disruption to oil exports could have a serious knock-on effect to the global economy.
