Yeah, fewer skill books, a perk only every even level instead of every level, and most perks give bonuses other than skill point boosts.

That’s more like the original FO games. On my last run through of FO3, I came to dread leveling up. It was just getting too damn easy, even with the difficulty level jacked up. Most of the perks were pretty lame as well.
