Unlike Haiti, Chile not only has a long history of earthquakes, but very large ones have been frequent there, serving as a constant reminder of the necessity to plan accordingly. The last comparable earthquake in Haiti occurred about 200 years ago. It’s easy to forget what can happen.
Also, Chile has a functioning economy and government. According to the NYTimes today, 18% of the population living in poverty, as opposed to Haiti’s 80%.
Haiti simply couldn’t have been ready no matter what.
