You miss my point. Read it again. A parent could take a photo of a child, or present them in public with only innocent intentions as is almost certain in this case, unless they are Beavis and Butthead fans. To then photograph them in some sexualized situation, as holding a sign not knowing it advocated scrotum sucking, is yet another thing. Each time it gets republished and laughed at that kid get abuse, when those doing so realise it or not.
