He’s a Time Lord, like all the other Presidents and has his own TARDIS. That’s why they are imbued with tremendous powers to do mind and time-bendy things.

Like being precognitive and should have known that Benghazi occurred and that it was a terrorist event even before the news of the event reached the State Department, CIA, or other federal agency ears.

Or that the IRS was somehow denying rights of entities to evade taxes by improperly claiming status. Oh wait…
