Sounds fishy to me. The way I read that, the pirates end up with additional hostages and a helicopter.

Phillips and the pirates would board the helicopter also. The helicopter next would fly to a pirate ship and Phillips’s captors would disembark, Da’ud said.

The helicopter, with Phillips still onboard, then would return to a U.S. Navy vessel, Da’ud said.

I would hope the helicopter had a large enough contingent of US Marines on board when they picked up Phillips and his captors
