Note the tweeter isn’t talking about trumpchumps - he’s talking about low-info, apathetic voters (the vanishingly few “swing voters” left). These are the voters whose opinions and votes can change on a dime if you appeal to their frustrations correctly (as Obama did in 2008)

And his point is valid - “Not trump” isn’t good enough. A low-info, apathetic voter will reply, “Yeah, he’s an asshole, but things aren’t that bad so why bother to vote?” This is where you have to go beyond “not trump” and give that person something to vote FOR.

The strategy that works is the one that worked in Alabama:

Pour everything you’ve got into getting PoCs to the polls. Black women, especially, but depending on the state, Hispanics, Asians, what have you.

They get it. They know what two more years of Republicans in Congress and four more years of Trump in the WH will mean. And they don’t have the luxury of taking a privileged “both parties are the same, so why bother” approach.

Give them policies that will benefit them, as the Democratic platform generally does, and candidates who don’t overlook them (dammit, Bernie), and if they turn out in sufficient numbers, they - and all of us, together - win.
