This looks like a legit investigation and charges seem plausible. There had been a longstanding concern that terrorists might try to link up with drug gangs, particularly in Mexico to try and cross into the US to carry out attacks and/or fund operations. Seems that those concerns have been substantiated.

What I don’t quite get is why the Iranians would try to carry out those kinds of attacks here - their fingerprints would be (and were) exposed pretty quickly and could lead to further direct action by the US against Iran beyond sanctions or the UN taking up the matter.
