They have have only done one dry ground land landing. Suspect that they want at sea landings to prove they can actually do pin point landings before they try anymore solid ground landings. Build public confidence and all that.

landing on the drone ship allows a greater variety of launch/orbital profiles. Returning for ground landing requires more fuel from the first stage be used to control the return trajectory. Limiting what orbit the payload can achieve.
