NY has a $3 billion budget shortfall just months into its new fiscal year, and Gov. Paterson has called a special session to deal with it; and the solutions cast about thus far are tax hikes and some spending cuts, but the Legislature isn’t budging - and Democrats control the State Senate, Assembly, and Paterson is also a Democrat.
