That’s probably not a police car, dash cams are ubiquitous in Russia because of the endemic fraud and corruption.

Having been in the depressing crap-hole that is Moscow I can confirm all that - but also the standards of driving are appalling, I’ve never seen so many minor collisions in my life and it’s not just because so many cars are in a shitty state, I’ve been in Third-World countries with terrible vehicles - people at least try to avoid each other, and exhibit some skill in doing so
