I think if the girl’s parent who is running for some governmental office, and from that office wants to promote the teaching of Abstinence only education, I think it’s fair to ask them the question of “Do you still feel that this is such a good system when you haven’t even been able to make it work within your family? “

That way you’re only using the daughter as a springboard, as factual proof of the possibility of how the system they’re advocating can go wrong. That would seem fair enough to me.

A question like “Where exactly would you say you or your daughter failed to bring about this particular situation” would seem to noticeably more crass, and thus probably should stay out of bounds.
