You’re almost right. The problem is a cultural one more than a legal one, but legal can help enforce cultural. We need to get away from our culture of greed, but it’s unlikely to happen until AGW starts to really destroy our economy and society. There are too many greed-heads, glibertarians, idiots supporting completely fantasies like the Ryan plan, etc. to actually shift our culture away from the money-obsessed one we have now.
