It absolutely is. Armed security in an educational setting doesn’t automatically guarantee safety. In addition, the Punisher moments of an armed citizen stopping a gunman are few and far between.

There is never any “automatic guarantee of safety”. Even if you had a device that disabled all guns within a building, someone bent on killing you could use a piece of pipe or a shard of glass to try to kill you.
