Until actual evidence of that is produced, I don’t think there is any reason to think he sucks up to Trump because he’s being blackmailed. Like every other GOP politician, he sucks up to Trump because Trump is more popular with Graham’s voters than Graham is.

He is particularly servile even by GOP suck-up standards
