I wonder if the IRS thinks they can get the tax havens, ie…offshore safe havens to cooperate?

My guess is that they take them one at a time, looking for diplomatic opportunities or, as in the case of the Swiss, some legal screw-up that gives us leverage.

But that’s just a guess as a guy who reads the paper.
