The founders clearly intended impeachment to be rare which is why until Clinton, we had one president impeached out of the then 42. The GOP since the GIngrich years has seen impeachment as a tool to go after presidents they don’t like. And yes I do realize Clinton lied under oath but the House GOP had no business having investigations to what President Clinton was doing with his sexual time.
