Think about this - the UAE government says the sheikh did nothing illegal - the police were correct in the matter also (one of those torture helpers is a cop).

And the UAE thinks this will settle the matter. The west will go “OH, ok, no foul - it was legal. Nothing to see here then.”

I sense a cultural divide deeper than the Great Bahama Canyon.
