It’s not entirely stupid, but the problem isn’t “We pay the Congresspeople too much”, it’s really “Lobbyists make a fucking fortune because of the trash that our laws are regarding lobbying and campaign finance”.

Without fixing that, the government will not be able to pay enough to outbid the lobbyists.
