As they say on Fark, THIS. There is a difference in having ID asked for things that could affect the person in a big way, and having to show it to any police officer who decides that he doesn’t like the looks of you.

And here’s the rub: the ID you could show in all of those previous situations is not a proof of citizenship. Only a Birth Certificate or a Federal ID like a passport is. How many of you go driving down the road with those in your car?

Immigrants with Green Cards are already required by law to carry Green Cards on their person. No one carries a BC and it’s useless unless you were born in the USA. If I showed them my BC they’d throw me in the slammer. ;) Of course I do have citizenship papers, a DL, blonde hair and a moderate New Jersey accent.
