Does anyone remember the blackmail the Feds used to back the 55 mph speed limit? We learned the feds can open or close the dollar faucet on a Presidential or congressional whim.

If it’s done by congress, it’s call the law, that process described in the constitution.

Edit: And yes, the threat of withholding funds has been used multiple times: speed limits, seat belts, drinking age.
