Certainly they were underestimated but if you blame Obama for that, you need to criticize Reagan’s guys for arming Saddam in the 80’s and definitely the Bush administration for turning to Iraq not even a year after the first troops landed in Afghanistan. And yeah it’s not as if Obama had done nothing about ISIS and was responsible for its rise.

If you want to keep following that thread backward, Reagan armed Saddam because we had given weapons to the Iranians in exchange for hostages, and suddenly Iran was doing really well in the Gulf War.

So yeah, you can draw a thread back from ISIS to the Iraq Wars I and II, to us coddling Saddam because we were freaked about the mullahs in Iran because Reagan and his boys were afraid that Ronnie wouldn’t get re-elected if hostages were seized and he looked as weak as Carter did.
