When the Democrats regain power, they have to play hardball to reestablish balance in the political system to give the urban majority more power commensurate with their numbers. Add more Justices to SCOTUS, expand the House, give DC and Puerto Rico statehood and breakup California so it can have more Senators.

Breaking up CA is a bad idea. Like every other state, a lot of Democrats are concentrated while the GOP is spread out in rural areas. You would end up with more Republican senators than Democrats. Also, the state lines would increase the cost of business.
