When was that? After they were created artificially as a nation after WWI under British rule when the old Turkish/Ottoman empire was partitioned? Or perhaps after the British left and the government changed about as often as the direction the wind was blowing?

At what point in recorded history did Afghanistan actually have a stable and unified government/population?

Afghanistan? You have it confused with a different country, perhaps Iraq or Jordan. Afghanistan was never part of the Ottomon Empire. It had existed as a united and internationally recognized nation-state since at least the 18th century. Afghanistan was neutral during World War 1 and was not part of any post-war partition or re-alignment. The last king of Afghanistan, Mohammed Zahir Shah, was a member of the Barakzai dynasty that had ruled the country since 1826.
