Josh Marshall was writing the other day that for all of the people worrying about the boomerang effect, the public was against Clinton being impeached and responded by re-electing him.

Impeachment happened after he won a second term, though:

The impeachment of Bill Clinton was initiated on October 8, 1998, when the United States House of Representatives voted to commence impeachment proceedings against Bill Clinton, the 42nd president of the United States, for “high crimes and misdemeanors”. The specific charges against Clinton were lying under oath and obstruction of justice.

So…I wonder what Josh Marshall actually meant?
