A dog is “dirty” but if you get its saliva on you - you must go to the Mosque to get cleansed. And it is not free. Seven times you must go.
I saw a guard here in Kabul pining a puppy to the pavement with his boot. I would never have noticed had I not heard the puppy crying and wimpering trough the clsoed window of the car. I dared not to stop.

OMG - I can understand why you wouldn’t dare to stop - but having to watch something like that must be heartbreaking.
People who are cruel to animals have no difficulties being cruel to other humans.
