Grabbing Zawahiri, if he’s in Pakistan, may be problematic unless he’s in one of the border regions where we can operate with relative impunity and we get lucky. Sending troops into a sovereign country isn’t something countries take lightly, and could very well demolish what fragile stability currently exists there.
