That could be mitigated, but Saab would have to agree to let a US firm build the aircraft under license. Grippens built in Sweden would not be seen as acceptable, but Grippens build by Lockheed-Martin might be a different story.
Sort of like McD-D building Harriers under license. Which unfortunately will probably lead to cost overruns, tons of modifications, teething problems, and therefore less savings then anyone projected.
