I’m far from an expert, but I would call this more of an incendiary than an explosive. Liquid propane and gunpowder have much less specific energy than high explosive chemicals. If the propane tanks would have ignited, it would have made a big fireball and blown out some windows nearby. Since there was no high explosive material, I don’t think it would have left a crater in concrete and the pressure wave would not have been as great as IEDs encountered in Iraq and Afghanistan that are made from motars and artillery shells. The blast could have killed someone in close proximity, and left people nearby badly burned. I do not mean to minimize the magnitude of the crime.
