Are civil rights (as a legal construct not a moral one) extended to citizens or everyone regardless of citizenship?
To be clear I’m not asking/arguing what is right. I am asking how far legal protections under the civil rights act extend.
They apply, as a rule, to people within the borders of the US, regardless of nationality, citizenship, or anything else. You are the beneficiary of full constitutional protections if you are within our borders, no matter what.
