What makes you sure the cops acted with ill-intent? Think about the situation:

Someone is going for what you’ve been told is (or may be, since we don’t have access to the dispatch recordings in this case yet) a gun, you tell him to stop but his hand keeps moving. You’ve maybe 3-4 seconds before that gun will be aiming at you. What would you do in that case?

OK, simple scenario: hide behind the car and shout to the kid to drop whatever he is holding. That way you are guaranteed not to be hit and also give him the necessary time.
