I just read a comment from a Tea Party advocate on another site which said “If our taxes weren’t so high, we wouldn’t need to figure out ways not to pay them.”

The Swiss pretty much solved that by maintaining a low tax rate with a minimum of deductions/exemptions. People are more encouraged to increase their earnings than to hide their taxable income.
