That’s actually a much more complicated question.

In order to have standing, someone would have to be able to show that they were harmed by the act. I have no idea who would actually be able to do that.

I would think any Republican Official. Since the census is suppose to be NON political, any attempt to put the executive branch directly in charge would harm the party out of power.
