Mueller has to put Congress in position so as to either act on his findings (i.e., impeach) or appear to be in collusion with the Trump administration for its crimes.

I do not put it past them to risk the latter.

What more do they have to do to appear to be in collusion with Trump? I think they passed that point over a year ago.
