Can anyone name a quasi-governmental/private agency that has the power to run a sting operation and shut down a restaurant for illegal activities (ones that violate health codes)?

The whale meat sting operation story I linked to above is dated today. If this is a question from your culinary school program I’m guessing this is what they had in mind. Like I said it’s not a health code violation, but might as well be since the product isn’t approved for consumption in the US.

Also look at the recent set of illegal immigrant operations conducted by ICE against Chipotle restaurants. I don’t think there’s been a private component to those stings, but it’s plausible that ICE could be getting some of their intel from private organizations.
