My question is, why did the car’s LIDAR and other sensors not pick them up? I would think they should be able to read beyond the reach of the headlights.

Valid question. But my understanding of LIDAR is that it requires a reflective surface to work. Another question to be asked is was the car equipped with thermal detection/recognition gear? If not, why?
