Sadly I’ll believe Quaaadhaphie on this one. I’m pretty sure this deal was cut years ago. As I recall reports at the time involved Libya paying preparations, giving up their nuke program in exchange for the release of the bombers, diplomatic recognition and giving various oil contracts to western countries.
