US arms sales to Iraq during Saddam’s reign was something like less than 1% of his overall purchases ($200 million total). The biggest sellers to Iraq were Russia/Soviet Union, France, and China. His nuclear reactor was a French design.

The Soviet/Russia sales accounted for nearly 60% of his total buy from 1973-2002.
