What would be in it for the cartels, though? A relatively small one time money payment, with the risk of making it even harder for them to operate and maybe even leading to direct American military intervention?
These are gang operations, they simply go wherever there is money, and do not concern themselves too greatly with long-term implications. And just the thought that another gang might get the contract would be enough motivation in itself.
But now we are beginning to see the price we pay for having a dysfunctional state on our southern border.
Somehow I cannot help thinking about parallells with Napoleon and Spain, which was the open sore on his southern flank that kept him from achieving success anywhere else in Europe.
