He takes the rather nutty middle ground of saying he’d have voted for the Civil Rights act, yet the contents of it weren’t good.

Redlich, by contrast, said that he would have voted in favor of the Civil Rights Act, but still thought the portions of the law that governed private property such as lunch counters and movie theaters was wrongly decided.

So he’d support whites-only lunch counters.
