Ignoring that the pace of attacks relates to how many targets there are, who’s fighting and with what gear.

Kosovo involved targeted actual army units, not merely terrorists who blended into the woodwork. Identifying targets much harder, and trying to avoid collateral damage is important as it’s just as easy to blow up a wedding as a terror cell gathering.

Claiming that pace of strikes is a sign of indifference or inability to take ISIL seriously ignores the facts on the ground.
