It’s “eh eh, nudge, nudge” behavior. Except that it’s not funny, and when done in the political sphere it makes you look like an asshole since you make implications and are unwilling to stand behind them when called on it.

Well yeah, as I said passive aggressive. Really, it’s too bad. I didn’t agree with the guy on much but I thought he was better than this.
