I suppose words do matter. But I kind of don’t like “grade” or “level” because there will be those folk out there who (already feeling insecure) will want to measure up, so they will need to graduate to a higher “grade” or “level” of weapon.

Military is irrelevant. Ignore the word completely.

The weapons causing trouble are semiautomatics with removable magazines. Make them all class III, even old semiautomatic hunting rifles with only 5 round magazines because someone could make 30 rounders for them and 30 rounds of 30-06 from a Remington 740 would be just as bad as 30 rounds from an AK.
