Any word on why Harris voted no on the bipartisan deal?

My guess is because she wants a clean vote on the Dream Act.

(Also apparently one of the progressive immigrant advocacy groups came out against it? Saw something go by on Twitter about it a while ago.)

The cynical part of me says 2020 positioning.
