There is only one flaw in her argument. She doesn‘t have to pay FL taxes.

If she wants to compete with businesses in FL that do have to pay FL taxes by shipping to FL instead of selling goods only in CA (the only place where she and her customers are both “represented”) then it seems only fair that she should also have to pay taxes in FL.
