Because traffic stops are so unsafe that they have time to pop up the trunk and hit the manual release with their backs to the car they’ve just pulled over?
Somehow, I doubt that’s what they were doing, though I could be wrong; I see police cruisers that are working road construction and other places where they are needing to be conspicious, but stationary (not running traffic) for long periods of time that pop their hoods open all the time when it’s warm/hot here in Nashville, even at night.
