The GOP can make the ACA fail by killing the individual mandate. Simply refusing to enforce it will do that, and as far as I know, that is already done (tax penalty for not having coverage is now $0, IIRC).

However, the longer the ACA remains more or less intact (even though gutted), the longer the rich will be paying those ACA taxes. I’ll take what I can get at this point in time.
